Reps Wants Nigerians Educated on the Cyber Crimes Levy

In a recent session, the House of Representatives took steps to address what it termed misconceptions surrounding the Cyber Crimes Act to ensure its effective implementation. The directive, aimed at the Office of the National Security Adviser (NSA) and the Central Bank of Nigeria (CBN), stressed the importance of public awareness and correct execution of the law.

The motion, presented by the House Minority Leader, Hon. Kingsley Chinda, along with seven others, highlighted concerns regarding the Cybercrimes (Prohibition and Prevention) Act, 2015, as amended in 2024. The House emphasized the need to rectify misinterpretations of the law and dispel any erroneous perceptions of its enforcement.

During the session, Chinda referenced a previous motion on May 9, 2024, which focused on the implementation of the Cyber Crimes Act. The House had previously resolved to address ambiguities in a circular issued by the Central Bank of Nigeria (CBN) on May 6, 2024. The directive called for the withdrawal of the ambiguous circular and the issuance of a clear and unequivocal directive that aligns with the law’s intent.

Furthermore, the House Committees on Banking Regulations and Ancillary Institutions were tasked with providing guidance to ensure proper compliance with the law by the CBN. The move aimed to streamline regulatory efforts and enhance clarity in the implementation process.

Speaking on behalf of the minority, Hon. Kingsley Chinda expressed concerns over the misrepresentation of the House’s stance on the Cyber Crimes Act. He emphasized the importance of adapting to the evolving landscape of cybercrime, noting that criminal activities are increasingly transcending physical boundaries with the advent of the internet-of-things.

The House’s proactive measures reflect its commitment to upholding the rule of law and safeguarding the interests of the Nigerian populace in the digital age. By promoting awareness and clarity regarding cybercrime legislation, the House aims to foster a safer and more secure online environment for all citizens.
